Gary L. HausdorferGary Hausdorfer - CEO

Gary Hausdorfer brings more than 25 years of leadership, knowledge and experience in moving major projects forward under public scrutiny, His experience encompasses development, finance and management of multimodal transportation systems and state- of-the-art toll facilities that are both customer friendly and provide value and choices for commuters.

Mr. Hausdorfer has extensive experience in the private sector as both a principal and senior executive. His experience includes public-private partnership development, corporate strategic planning and consultation to government and private industry.

As a former chairman of the Orange County Transportation Authority, Mr. Hausdorfer has intimate understanding of the pressing transportation needs facing fast growing metropolitan regions, and the solutions that are the hallmarks of mobility. As a former chairman and director of the Eastern-Foothill Transportation Corridor Agency (TCA), Orange County’s successful toll road system that employs the latest in automatic tolling technology, Mr. Hausdorfer was a founding member of a board of directors that created and shaped a historic public agency whose roads are privately financed - a model of public-private partnership. During his tenure, Orange County’s transportation system expanded into a modern multi-modal system offering a wide variety of choices for commuters, including toll roads, commuter rail and the number one bus transit system in the United States.

At Cofiroute, Mr. Hausdorfer brings extensive experience in business, finance, transportation, public works, government, and land use planning to ensure that Cofiroute stays at the forefront of toll operations, customer service, and technology in the toll and transportation industry. He continues to promote public private partnerships as a solution to the enormous unfunded transportation needs in the U.S.

Mr. Hausdorfer’s history of public service includes serving four terms  as Mayor of the City of San Juan Capistrano, Calif.  He is the longest serving Mayor in the city’s history.  Gary Hausdorfer has been honored with numerous awards, including the prestigious Theodore Roosevelt Conservation Award, which he received at a White House ceremony in 1990.  
Mr. Hausdorfer attended California State University at Los Angeles (B.S) and the University of Southern California.

 

Jan MittermeierJan Mittermeier - VP 91 express lanesSenior Vice President 91 Express Lanes

Jan  Mittermeier is a Senior vice President with Cofiroute USA and has served as Program Manager for the 91 Express Lanes for five years. She is responsible for overseeing all aspects of the Program. Ms. Mittermeier is a recognized authority in strategic planning and organizational management

Her more than 30 years of previous experience includes serving in various Executive Management positions in both government and private industry.. Her accomplishments include managing a $300,000,000 expansion for the John Wayne Airport in Orange County and developing and implementing the workout plan that enabled the County of Orange to emerge from the biggest municipal bankruptcy in history just 18 months after Ms. Mittermeier took over as County CEO.

Ms. Mittermeier has received accolades from numerous organizations, including the National Association of Business Owners, the League of Women Voters and the Women's League of America in honor of her professional accomplishments and expertise.  She has been named as one of Governing Magazine's National Public Officials of the Year, one of the Orange County Business Journal's Most Influential People in Orange County, granted the California State University, Long Beach Distinguished Alumna Award, named 2009 Woman of the Year by the California State Legislature and has been awarded a Certificate of Special Congressional Recognition.

In addition, she has conducted leadership-training workshops and taught management and leadership principles and principles of government budgeting to students at California State University, Long Beach.

Ms. Mittermeier earned an MBA in business administration and graduated Summa Cum Laude with a bachelor's degree in accounting from California State University, Long Beach. She has participated in the Professional Accreditation Academy – American Association of Airport Executives, and the University of California, Irvine’s Executive Management Extension Program. Ms. Mittermeier currently serves as Vice President of the California State University, Fullerton Mihaylo College of Business and Economics Executive Council Board. Ms. Mittermeier has also previously served on the UCI Advisory Committee for Planning and Social Ecology, on the Executive Board and Nominating Committee for the Orange County Girl Scout Council, and on the Bond Oversight Board for the Huntington Beach Unified High School District.


Jeff HallJeff Hall - VP Business DevelopmentVice President Business Development

Jeff Hall has been a member of the Cofiroute USA team since 2003. Prior to his position as Vice President of Business Development, Mr. Hall was Cofiroute USA’s Violation Enforcement Manager for the highly acclaimed 91 Express Lanes – the world’s first fully automated toll highway. During his first 4 years, Mr. Hall also held the positions of Quality Assurance Manager, Senior Business Analyst and Customer Service Administrator. The breadth of roles and projects Mr. Hall has undertaken during his time with Cofiroute USA has allowed him to develop a well-rounded expertise in the challenges which face today’s open road tolling industry. From toll road customer relationship management to electronic toll collection system enhancement, Mr. Hall has assisted in the development and implementation of policies and procedures which make Cofiroute USA the industry leader in toll road operations.

Most recently, Mr. Hall lead Cofiroute USA’s MnPass Team in the successful development and implementation of the I-35W segment of MnPASS, south of Minneapolis. MnPASS was the first conversion of an existing high occupancy vehicle (HOV) lane to a high occupancy toll (HOT) lane in the United States. The addition of the I-35W segment more than doubled the size of the facility and continues to provide a sound public policy solution to congestion management in the Twin Cities.

Mr. Hall regularly speaks on toll-related topics such as Electronic Toll Collection, Violation Enforcement, and Open Road Tolling throughout the United States. He has a Bachelor of Science Degree in Business Management from the University of Redlands in Southern California.

 

Jodie TalleyJodie Talley - VP Customer Service and Violations ProcessingVice President of Customer Service and Violations Processing

Ms. Talley is an experienced manager. She has been with the 91 Express Lanes for eight years. She currently reports to the Program Manager and is now serving as the Vice President of Customer Service and Violations Processing. Her responsibilities in her new role include overseeing managers of both the Customer Service Center and Processing Center as well as end-user database testing functions.  Before her promotion, Ms. Talley served as Manager in charge of the 91 Express Lanes Processing Center.  Her duties included training and managing all Processing Center staff, overseeing all violation processing activities and researching and validating judgment related cases.  Her previous experience includes an assignment as a call center manager for a large telecommunications company.

Enrique Julia
Traffic Operations Manager

Mr. Julia has been with the 91 Express Lanes for more than eleven years and reports to the Program Manager.  He currently manages the Traffic Operations Center and Toll Plaza Operations, is responsible for maintenance of the physical plant including in-lane equipment, and coordinates the activities of Caltrans and the California Highway Patrol. Mr. Julia also oversees all in-lane construction activities and facilitates road tours for visiting dignitaries.  Mr. Julia, a native of Peru, served as a police officer before immigrating to the United States.
